A young man is talking to the person he has lost, and the whole song is one long admission that he cannot let her go. He has tried to forget, he keeps telling himself it’s over, but none of it works. The opening lines set the trap he’s caught in: he can decide to forget, he can decide he’s finished with her, yet his own heart simply refuses to obey.
